If a man kills any human being, he shall be put to death. One who kills a beast will make restitution for it: life for life. If anyone maims her fellow, as she has done so shall it be done to her: fracture for fracture, eye for eye, tooth for tooth. The injury she inflicted on another shall be inflicted on her. He who kills a beast shall make restitution for it; but he who kills a human being shall be put to death. As for the men whom Moses sent to scout the land, those who came back and caused the whole community to mutter against him by spreading calumnies about the land - those who spread such calumnies about the land died of plague, by the will of the Lord. Of those men who had gone to scout the land, only Joshua son of Nun and Caleb son of Jephunneh survived. And God spoke to Moses, saying, "You and your brother Aaron take the rod and assemble the community, and before their very eyes order the rock to yield its water. Thus you shall produce water for them from the rock and provide drink for the congregation and their beasts." Moses took the rod from before God, as God had commanded him. Moses and Aaron assembled the congregation in front of the rock; and he said to them, "Listen, you rebels, shall we get water for you out of this rock?" And Moses raised his hand and struck the rock twice with his rod. וַיְדַבֵּר ה' אֶל מֹשֶׁה לֵּאמֹר: קַח אֶת הַמַּטֶּה וְהַקְהֵל אֶת הָעֵדָה אַתָּה וְאַהֲרֹן אָחִיךָ וְדִבַּרְתֶּם אֶל הַסֶּלַע לְעֵינֵיהֶם וְנָתַן מֵימָיו וְהוֹצֵאתָ לָהֶם מַיִם מִן הַסֶּלַע וְהִשְׁקִיתָ אֶת הָעֵדָה וְאֶת בְּעִירָם: וַיִּקַּח מֹשֶׁה אֶת הַמַּטֶּה מִלִּפְנֵי ה' כַּאֲשֶׁר צִוָּהוּ: וַיַּקְהִלוּ מֹשֶׁה וְאַהֲרֹן אֶת הַקָּהָל אֶל פְּנֵי הַסָּלַע וַיֹּאמֶר לָהֶם שִׁמְעוּ נָא הַמֹּרִים הֲמִן הַסֶּלַע הַזֶּה נוֹצִיא לָכֶם מָיִם: וַיָּרֶם מֹשֶׁה אֶת יָדוֹ וַיַּךְ אֶת הַסֶּלַע בְּמַטֵּהוּ פַּעֲמָיִם וַיֵּצְאוּ מַיִם רַבִּים וַתֵּשְׁתְּ הָעֵדָה וּבְעִירָם:

The towns that you thus assign shall be six cities of refuge in all. Three cities shall be designated beyond the Jordan, and the other three shall be designated in the land of Canaan: they shall serve as cities of refuge. These six cities shall serve the Israelites, the strangers, and the resident aliens among them for refuge, so that anyone who kills a person unintentionally may flee there. וְהֶעָרִים אֲשֶׁר תִּתֵּנוּ שֵׁשׁ עָרֵי מִקְלָט תִּהְיֶינָה לָכֶם: אֵת שְׁלֹשׁ הֶעָרִים תִּתְּנוּ מֵעֵבֶר לַיַּרְדֵּן וְאֵת שְׁלֹשׁ הֶעָרִים תִּתְּנוּ בְּאֶרֶץ כְּנָעַן עָרֵי מִקְלָט תִּהְיֶינָה: לִבְנֵי יִשְׂרָאֵל וְלַגֵּר וְלַתּוֹשָׁב בְּתוֹכָם תִּהְיֶינָה שֵׁשׁ הֶעָרִים הָאֵלֶּה לְמִקְלָט לָנוּס שָׁמָּה כָּל מַכֵּה נֶפֶשׁ בִּשְׁגָגָה:
